                    Commencing May 1, 2000 for New Experimental Radio Authorization

   Dear Sir/Madam:

          AirTouch Communications, Inc. ("Applicant‘) hereby submits for filing an original and one
   copy of a request for special temporary authority ("STA") pursuant to § 5.61 of the Commission‘s
   rules.

          Applicant seeks STA to perform limited, in—building testing on Applicant‘s premises of low
   power mobile data and Internet—based services. Applicant will use equipment that is commercially
   available in Europe but not authorized for use in the U.S. Applicant seeks STA commencing May
   1, 2000 for a period of six months.

          Applicant submits the following information in support of its STA request:

   (2) Description of why STA is needed:

          Applicant proposes to test and demonstrate data and Internet—based mobile services using
   equipment that is unauthorized in the U.S. but is authorized and commercially available in Europe.
   The experiment is to last no more than six months and, accordingly, Applicant seeks STA.
   Applicant understands that all experimental operations will be permitted on a secondary, non—
   interference basis only. The equipment will be operated at low power and in the confined

environment of Applicant‘s office building. Therefore, Applicant expects no interference to be
caused to other radio services.

(3) Description of the operation to be conducted and its purpose:

         The operation will consist of a base station located on the 10th floor of Applicant‘s office
building located in Walnut Creek, CA. Up to seven mobile units will communicate with the base
station. All stations and operations will be confined to two rooms located on the 10th floor. The
purpose is to test and demonstrate data and Internet—based services in a mobile GSM environment.
Such services would include messaging, desktop applications, information services, and e—
commerce. Employees of Applicant and Applicant‘s business partners will participate in the
experimentation.

        Handset wireless application protocol ("WAP") micro browsers are not yet available in the
U.S. for GSM operating in the 1900 MHz PCS bands. Applicant will test equipment approved for
use in Europe in the 900 MHz band in order to test various mobile data and Internet services.

(4) Time and date of proposed operation:

         Testing will commence May 1, 2000, and will occur during normal business hours.

(5) Classes of stations:

         There will be one fixed base station and up to seven mobile stations.

(6) Description of location of the proposed operation:

       Operations will be conducted on the 10th floor of Applicant‘s office building located in
Walnut Creek, CA. The street address of the office building is 2999 Oak Road, Walnut Creek, CA
94596. The coordinates of this location are 37—55—32 Latitude, 122—03—38 Longitude.

(7) Equipment to be used, including name of manufacturer, model and number of units:

(8) Frequencies desired:

         890—915 MHz (mobile transmit), 935—960 MHz (base station transmit)

(9) Maximum effective radiated power (ERP):

         Base station ERP will be 100 mW. Mobile station ERP will be 100 mW.

(10) Emission:

         GMSK modulation, digital voice and data, 200 kHz bandwidth.

(11) Overall height of antenna structure above ground:

         The base station will be located inside an office building with small whip style antennas.
Thus, no FAA issues are involved.



         Applicant certifies that neither the applicant nor any party to the application is subject to a
denial of federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21 U.S.C.
§ 862.
