Please explain in the area below why an STA is necessary:
The STA is necessary to operate transmit testing equipment in support of the development of a communication MESH network for high altitude balloon systems with a transmit frequency of 1372 MHz. The transmitter will be utilized by a mobile Networked MIMO (MN-MIMO) .

Purpose of Operation
Please explain the purpose of operation:  The purpose of the operation is to conduct high-altitude balloon testing using Mobile Networked MIMO (MN-MIMO) radios in the Sioux Falls, SD area. The ground station is a temporary fixed platform in place for the duration of the balloon flight only and will be used for command/control communications with the balloon and also to down-link high rate payload data from the balloon . The balloons may also relay data to other balloons in a mesh network, but at a significantly lower EIRP.
