Please explain the purpose of operation:
ARINC requests an STA to install and operate APCO Project 25 compliant (Analog and Digital (C4FM with IMBE Vocoder) VHF-FM Voice) VHF Base Station at Southampton, NY site to be used in conjunction with APCO Project 25 compliant VHF mobile radio installed on vessel. Signal strength and audio quality of simplex transmissions to be measured and recorded. Pre-recorded audio for test transmissions to be approximately 60 seconds in duration of spoken voice.
