Explanation
Please explain in the area below why an STA is necessary:
International standards have been agreed for the next generation of air-ground data link, and implementation of an operational system is imminent. However, concerns have been raised in the aeronautical industry about potential interference among legacy systems on board aircraft, and on-ground. ARINC is licensed for ground stations in the new service, and is currently installing ground stations for the operational service. ARINC has applied for an Experimental license for this purpose (FCC file number 0158-EX-PL-2000)but would like to begin its tests immediately due to the short time period in which we expect to begin operational service on the same frequency (136.975 MHz). Although ARINC is licensed on this frequency for operational service, those licenses do not convey the authority to operate non-type accepted equipment such as will be used in the test program.

Purpose of Operation
Please explain the purpose of operation:  An Experimental authorization is required for ARINC to do cooperative testing with avionics manufacturers, using non-type accepted equipment, in order to determine frequency management criteria required for mitigation of potential inter-syatem interference.
