The purpose of this Experimental license is to conduct tests measuring the effects of Aeronautical
data link “VDL Mode 2” transmitters upon both voice and data aircraft receivers. This testing is
required to determine the frequency assignment criteria to be used when implementing the
operational VDL Mode 2 system.

These tests will be a joint effort between Honeywell and ARINC. The transmitter installed at the
Honeywell facility in Redmond, Washington, and will be controlled by the VDL Mode 2/ ACARS
central processor at ARINC Headquarters, Annapolis, Maryland.
