Please explain in the area below why an STA is necessary:
Aeronauical Radio Inc. (ARINC) respectfully requests a Special Temporary Authority to begin testing at the ARINC Annapolis MD test bed facility as soon as possible. ARINC, an aeronautical communications company that is owned by the commercial and cargo airline industry is seeking to test our softwares ability to to communicate in the INMARSAT-C band. This testing is critial to test ARINC's abiltity to provide necessary safety related communications to the airline community.

Please explain the purpose of operation:  Development and testing of software’s ability to communicate with an INMARSAT-C terminal.
