TEMPORARY WORKAROUND SINCE THE POWER LEVELS DO NOT MEET RESOLUTION
418, AND ANY LONG-TERM RENEWALS ARE EXPECTED TO MEET THE
REQUIREMENTS.FAILURE TO MEET RESOLUTION 418 WILL RESULT IN NON-
CONCURRANCE OF FUTURE RENEWALS. AMT OPERATIONS ARE NON-INTERFERENCE
