                           Narrative Explanation of Operation
Aerial Video Systems (AVS) is a video production company which is engaged in video
production. AVS has been retained to provide its services for the preparation of and rehearsals
for a televised video production entitled “Hairspray Live” which is a musical adaptation of a
Broadway show to be aired on December 7 nationally. This video production event is being held
in Hollywood, California on the backlot at Universal Studios (at coordinates 34-08-11 North,
118-21-021 West). AVS is a licensee in the Local Television Transmission Service and holds
other licenses but the frequency bands authorized by those licenses do not permit sufficient
bandwidth for video production given the location of this event during the period November 21-
23, November 28 to December 2 and December 4 through 7.

AVS intends to use five RF cameras using a maximum of 2 watts of transmitter power (33 dB
ERP) into an omnidirectional antenna using a 10M0FXW emission. These have been developed
by AVS for its own video production operations and for experimental purposes only use the band
2200-2290 MHz. Ultimate deployment will be in LTTS bands.

Video production will be terrestrial, and will include video return links on site.
