         Adicom Wireless Inc. manufactures fixed wireless equipment in various bands.
Adicom has been in discussion with Dubois Telephone Company (DTC) to replace
DTC’s Basic Exchange Telephone Radio Service (BETRS) equipment with Adicom
equipment operating at 1905-1910 MHz (the PCS C Block). Adicom’s equipment has
not yet received equipment authorization from the FCC. The company expects to apply
for certification in accordance with section 2.1033 of the rules within the next month.
During this interim period, Adicom and DTC wish to conduct equipment evaluation and
customer acceptability testing using the Adicom equipment.

         Dubois Telephone Company, located in Dubois, Wyoming, provides telephone
and Internet connectivity services to the local community. The area served by DTC is
very hilly. DTC has often found it difficult if not impossible to bury wires for the
provision of landline telecommunications services. Therefore, DTC has been providing
service to 50 of its customers using a BETRS system supplied by Interdigital Corp.,
which is a wireless voice and fax system. Interdigital has stopped producing the BETRS
system and spare parts. DTC is currently left with no spares and in case of any
equipment failure its BETRS customers will have no basic telephone service.

         Adicom and DTL wish to conduct evaluation of the Adicom equipment for the
purposes of determining product performance and customer acceptability. Due to the
difficult terrain of the DTL territory and the untested nature of fixed operations in the
PCS band, DTL and Adicom have determined that compliance testing would be best
conducted at the customer’s location so that it can be readily determined that fixed
operation is a suitable replacement for DTL’s aging BETRS network. Testing the
equipment at the customer’s site will also permit DTC to rapidly switch over to the
Adicom network should the BETRS system fail once the Adicom equipment has been
certified by the Commission.

          DTC’s affiliate, SpectraCom Inc., is the license holder for the C Block spectrum
covering Dubois, Wyoming (BTA #375) SpectraCom has consented for Adicom to use
up to10 MHz of its license for this compliance testing. Normally, an equipment
manufacturer would conduct this on-site testing in accordance with section 2.803(e)(1)(v)
of the FCC rules. This testing does not require the grant of an STA or experimental
license (See section 2.803(e)(3)(ii)). However, Adicom’s proposed equipment does not
strictly comply with the technical requirements of Part 24 of the FCC rules. While the
company is confident that the Commission will ultimately grant it permanent equipment
certification, section 2.803(g) of the Commission’s rules clearly requires Adicom to seek
an experimental license during this interim period for equipment that cannot strictly
comply with the current rules.
