Explanation
Please explain in the area below why an STA is necessary:
Original permit 0837-EX-ST-2013 expires May 1, 2014. A license for this facility has been applied for and is in process. This STA extension request is in case the license does not arrive before May 1, 2014. An operational wind farm in Northern Montana is situated near nesting areas of Golden Eagles. There is a strong moral and regulatory urgency to institute methods to increase awareness of the eagles movements for the purpose of developing methods and procedures for reducing the risk of bird injury or death caused by contact with operating wind turbines. It is especially important to start operating as quickly as possible as the upcoming seasonal changes will affect bird behavior that should not be missed when developing risk mitigation techniques. Golden Eagles are protected by the International Migratory Bird Treaty and by US legislation that specifically identifies eagles for protection. The US is a signatory to the treaty and is obligated to protect eagles.

Purpose of Operation
Please explain the purpose of operation:  Bald Eagle nesting grounds are located near a large windmill farm. Accipitor Radar Corporation is testing a system to protect birds and especially Bald Eagles from colliding with the rotors of the windmills. This will consist of the radar location of flying birds noting height, speed, and direction of flight. This information will be used to automatically adjust the operation of the windmills to eliminate bird collisions with rotors.
