AT&T Wireless PCS Inc. Application for Experimental License FCC Form 442 Items 4, 5 $10 Exhibit 1 Explanation of Proposed Authorization By this application, AT&T Wireless PCS Inc. ("AT&T Wireless") seeks an experimental authorization to conduct propagation tests in each D and/or E block broadband PCS market for which it was an auction winner. Grant of the experimental license will substantially enhance AT&T Wireless‘ technical design process if propagation tests are conducted in all of the D and E block broadband PCS markets for which it was the winning bidder in the auction and for which it will be licensed in due course. The BTAs are frequency blocks which AT&T Wireless won in the D, E and F block broadband PCS auction and the markets 7 and frequency blocks for which it seeks an experimental license are listed in Attachment 1. AT&T Wireless proposes to deploy up to 3 test facilities in a BTA at any point in time. However, in order to conduct the tests AT&T Wireless deems necessary, AT&T Wireless, may from time to time, change the location of the M 6 test facilities in any given BTA. In no situation will facilities operated under the experimental license be physically deployed outside a BTA for which AT&T Wireless was the auction winner. Grant of this experimental license will enable AT&T Wireless to engage in comprehensive propagation tests which will aid in the design of its systems and

provide it with significant real—world information which will ultimately lead to the rapid deployment of broadband PCS services. Accordingly, a grant of the instant application will serve the public interest, convenience and necessity. zm

Application for Experimental License FCC Form 442 Item 15 Exhibit 2 Antenna Structure Information As noted in Exhibit 1, the tests to be conducted pursuant to the application submitted herein, will be performed at a variety of locations in a variety of BTAs for which AT&T Wireless PCS Inc. is an auction winner and will be authorized to provide broadband PCS service. For some tests, the antenna will be mounted on top of a building or on other structures in which the antenna will not be located more than six meters above existing structures. In other situations that may not be possible. In these latter situations when no nearby natural terrain features or buildings of the type identified in Section 17.14(a) of the Commission‘s rules would afford sufficient shielding to avoid any potential adverse impact on air navigation, the test sites will be selected to ensure that the height of the antenna is not greater than an imaginary surface extending outward and upward at any of the following slopes: (1) 100 to 1 for a horizontal distance of 6.1 km (20,000 feet) from the nearest point of the nearest runway of any airport that is either operated by an armed force of the U.S. or is available for public use and is listed in the Airport Directory of the current Airman‘s Information Manual, or is under construction and may become operational during the period of the subject test, and which has at least one runway more than 0.98 km (3,200) feet in actual length, excluding heliports, and; (2) 50 to 1 for a horizontal distance of 3.05 km (10,000 feet) from the nearest point of the nearest runway of any airport that is either operated by an armed force of the U.S. or is available for public use and is listed in the Airport Directory of the current Airman‘s Information Manual, or is under construction and may become operational during the period of the subject test, and which has
