97, File No. 5847—EX—PL—97.

Dear Mr. Jatlow:

This letter is a follow up to our telephone conversation on March 5, 1999. The above
applications are still pending. The Commission staff has requested information regarding the
purpose, scope and locations of the experiments and has not received a response. Without
this information we can not proceed. For example, several of the requested frequency bands
are allocated as government spectrum and we can not obtain the necessary clearance without
more information. Although the applications refer to identical licenses that were assigned to
Lucent Technologies, any new applications must be re—examined as two separate entities and
any further renewals by Lucent will also have to be justified as well.

In order to process these applications, we must receive the above requested information.
Failure to respond to this letter within 30 days, by April 5, 1999, will result in the dismissal
of your applications in accordance with Section 5.67(b) of the Commission‘s Rules.
