zm EXHIBIT 1 OBJECTIVES This equipment is to be used in cooperation with FEMA and NAOC to provide communications at various locations when, due to natural disasters, equipment failures, or the un—availability of adequate alternative communications, a communications capability is required to maintain essential business operations. In addition, the station will be used to determine the feasibility of its use as an emergency order wire for maintenance personnel, in the repair and restoral ofprimary communications in remote areas.
