Subject: Application for a New Experimental Transportable Earth Station


Dear Mr. Morgan:

AT&T Corp (AT&T) hereby respectfully requests authority to construct and operate an
experimental earth station within the continental United States.

The proposed earth station will access the INMARSAT Satellite System and will be used
in cooperation with FEMA and NAOC to provide communications at various locations
when, due to natural disasters, equipment failures, or the un—availability of adequate
alternative communications, a communications capability is required to maintain
essential business operations. In addition, the station will be used to determine the
feasibility of its use as an emergency order wire for maintenance personnel, in the repair
and restoral of primary communications in remote areas.

COMSAT has filed with the FCC for space segment authorization.
