The deal we had with NTIA and Army is OK for Ft. Irwin and NO for Fort Polk. 1 don‘t see a way that
TV channels can be used at Ft. Polk. At. 2.5 GHz, they can always make a deal with the Broadband
Radio Service licensee. Ron/Jeff — should | call Karl Nebbia and Stu Timerman? We should not at
this time grant experimentals for Ft. Polk.

      This is to apprise attendees of the above briefing held earlier this year that Army has submitted a system review
      application to the Spectrum Planning Subcommittee. The briefing document states that the Objective Instrumentation
      System is planned for deployment at the National Training Center (NTC), located at Fort Irwin, CA and at the Joint
      Readiness Training Center (JRTC) at Fort Polk, LA. The proposal is to augment federal spectrum with 100 MHz of
      non—contiguous commercial spectrum in the 470—698 MHz and 2495—2690 MHz bands. The Army briefing argues that
      this proposal is consistent with the FCC‘s NPRM regarding the utilization of TV "white space" within the geographical
      area of the NTC and is further supported with a technical analysis.

      I have been contacted by NTlA‘s System Review Branch regarding FCC‘s position / current status on this system. As
      this proposal is for an "out of band" system, they are looking for any information that FCC could provide in the system
      review process.


NTIA system review procedures require that the Army submit the following:

Out—of—Band Operations: Submit a justification for any telecommunication system or sub—system that does
not operate in accordance with the applicable Tables of Frequency Allocations as required by Section
10.1.1. and details ofhow operations on a noninterference, unprotected basis are feasible. This information
is requiredfor systems or subsystems that must operate out—of—band in the United States, its possessions, or
in space.

Army believes that there is the potential that successful performance of this system at Stage 2/Experimental with no
interference to non—government users witl result in an FCC Rulemaking.

Additionally, the Experimental Licensing Branch has recently received an application (#0262—EX—PL—2005) filed by
AT&T Corp., a subcontractor of Lockheed Martin, to fulfil the requirements of an Army contract to provide a mobile
communications infrastructure for the Objective Instrumentation System. The application is for the band 2502—2686
MHz and is pending further guidance on it‘s disposition.
