During the first six months of the license period, AT&T Labs has tested the BPL
equipment of Main.Net and Amperion in its Florham Park, New Jersey Labs and has
initiated limited trials in Menlo Park, California and Miami, Florida. Laboratory testing
has included measurements to affirm that the power output of BPL transmitters is in
accordance with the Part 15 requirements under which they were approved. No BPL
testing has been conducted at the Middletown, New Jersey Labs as of the date of this
progress report.

The Menlo Park trial was initiated on June 10, 2004 and concluded on September 15,
2004 using equipment provided by Main.Net. During this period, no complaints of
interference were received. AT&T was in the process of developing this trial in
preparation for performance and RF testing when, due to an unexpected change in
regulatory and business conditions affecting AT&T’s ability to access consumers, it was
decided to conclude the trial.

The Miami trial installation was initiated on June 22, 2004, using equipment provided by
Main.Net and Amperion, and is currently in the process of being turned up. No
complaints of interference have been received as of the date of this progress report. RF
interference testing to determine compliance with Section 15.109 of the Commission’s
rules is scheduled to commence the week of October 18, 2004.
