The modifications are for the addition of an additional experimental location at
our headquarters offices in Bedminster, NJ to test new and developing technologies and
enhancements, including procedures to evaluate the performance of WCMA equipment
in delivering multi-media content to mobile devices, correlate the actual performance of
various systems with predicted performance, assess the effectiveness of various
technologies and designs in providing high speed data, multi-media delivery and voice
services, and evaluate the installation, provisioning, monitoring and maintenance of
systems tested.

AT&T has invested over $100,000 at the new location to provide a system that we
propose to demonstrate to our customers in March, 2007. We are concerned that further
delay in FCC approval for these license modifications will affect these plans and impair
our ability to provide innovative and competitive service to our customers. AT&T
requests that these applications be granted expeditiously to allow this demonstration to
proceed.
