January 17" 2018 To Whom It May Concern: This is to certify thait: ARRIS deploys and/or manages radio frequency equipment. o The RF experimentattion will be conducted by following a strict Test Plan defined and approved by ARRIS in a controlled environment. ARRIS will have a Project Manager in place to specifically follow the Test Plan, traick results, and publish test results. ARRIS has extensive RF experience and expertise deploying RF networks and has a number of RF engineers on permanent staff. For the above reasons, | believe ARRIS meets the Eligibility criteria for a Special Temporary Authority experimental license as set forth in the Commission Rules.
