To Whom It May Concern,

This application contains an extensive list of frequencies. These frequencies are to be used to
calibrate and test an airborne receiver system. The transmitter(s) will be placed at or near the
designated coordinates on the application to provide a “target transmission” for the airborne
receiver system. Transmission on any individual frequency is not envisioned to last more than
10 minutes during any single calibration or test. Additionally ARINC will monitor each specific
frequency prior to transmitting to insure that the frequency is used on a non-interference basis.
Monitoring is also essential to ensure that the calibration data is not skewed by two sources of
RF energy. Transmission power levels will be maintained at the minimum required to achieve
the required calibration results.

In order to facilitate this application, the commission may at their discretion delete any
individual frequency. However, to ensure adequate frequency coverage during the airborne
calibration ARINC requests that if two consecutive frequencies are to be deleted that the
commission provide an alternate frequency between those two frequencies for use in the
calibration procedure.

This application is required to support US Government contract DAAB0703DB006/0056 issued
by the Department of the Army in support of the US Department of State and the Colombian
National Police.
