If   it   is deemed necessary   in order to renew this   authorization,
American Broadcasting Companies, Inc., hereby seeks any waiver
required to continue to operate INMARSAT terminals within the
boundaries of the United States in event such INMARSAT operation
is excluded due to the AMSC satellite system becoming
operational.      American Broadcasting Companies,     Inc.,   owns   and
operates two INMARSAT terminals, which are usually based
overseas and are operated in this country only in event of an
emergency which disrupts normal communications infrastructure.
The terminals    are used during breaking news    stories for
communications and news coverage when no other means of
transmission are available.  These events have included
hurricanes, earthquakes, and plane crashes.  Since usage in the
United States is so seldom, it does not make sense to buy
another set of    equipment and contract with AMSC when we already
have the INMARSAT facilities for overseas use.  Furthermore, the
audio quality offered by the AMSC system is, we believe,
noticeably inferior to the quality available over the INMARSAT
system.  In circumstances when the only news link available is
this terminal and a report to be broadcast over the ABC
Television Network originates on this system, the audio quality
difference would be of concern.
