Here?s the information requested.



1.       Please provide a detailed test plan.

a.    Enclosed is the test plan that we will be executing. Note: since this is in a developmental period of
the phase, we will be testing basic data throughput functionality. This will increase the on demand data
throughput of the information that the public safety customer requires.



2.       Please discuss whether you are installing or deploying equipment.

a.      We have installed two LTE eNodeB base stations on the Alcatel-Lucent facility which we will need
to test the provided test plan.



3.    List the public safety entities you are working with and provide a copy of any agreements that you
have with those safety providers.

a.     Public Safety trials using LTE are tentatively scheduled to start later this year. Early trials will use
basic LTE functionality while more robust Public Safety features will be developed as the LTE product
evolves during 2010. This is a big initiative within Alcatel-Lucent to support municipalities looking to
upgrade their Public Safety systems to the latest technology (i.e. move from older analog Police/Fire
communications to high-speed wireless digital broadband).



4.       Will you be using any mobile units? What is the total number of units?

a.       The mobile that will be used is an LG prototype device that is still under development stage.



5.       Is Alcatel planning on selling the equipment to public safety users or is the equipment on loan?

a.    The equipment we are using will not be sold to the public safety customer. Currently this will be in
a development stage so we will be testing the features and will be trialing the product around 2010.



6.     Experiments typically involve prototype equipment that is on loan for evaluation and must be
retrieved at the end of testing. Equipment that does not have FCC approval may not be sold.
Experiments do not have any protection from interference.


a.      All prototype equipment Alcatel-Lucent will use during testing will be retrieved at end of testing and
will not be sold to any customer. Other Alcatel-Lucent organizations are responsible for performing FCC
approval testing for the LTE eNodeB base stations.



7.     Please discuss whether you plan to test any life-critical applications.

a.     Since this is data throughput testing only there will be no life-critical applications tested at this time.



8.    Please also acknowledge that you understand that you must accept interference and are subject
to immediate shut down if you cause any interference.

a.     We have driven the area 1.5 miles around the sites and we have seen a signal that is within the
Verizon Wireless spectrum 700MHz Band 13. I am not sure if these signals have license to radiate, I
would think not since the analog TV was just deactivated.
