Response to Item 7

This application requests the grant of experimental authorization to enable Alascom, Inc.
to engage in experiments to test RF equipment, RF propagation, new and developing
technologies, and enhancements to existing technologies and services. The application
proposes the use of a variety of modulation techniques and power levels in the 3.5GHz
band. Depending on the experiment in question, the tests may be conducted in numerous
and varied locations, and using resources from the multiple Alascom locations in the state
of Alaska, thereby necessitating that the experimental license be granted for statewide
use.

Specific components of the testing are expected to include procedures to:
 1) Evaluate the performance of pre-WiMAX and WiMAX (IEEE 802.16) systems
       for point-to-multipoint configured services in line-of-sight and non-line-of-sight
       environments.
 2) Correlate the actual performance of various systems with predictive software-
       based algorithms using multiple trial base locations and remote sites to assess
       effects of propagation and interference.
 3) Assess the effectiveness of various technologies and designs in providing high
       speed data, Internet access, and voice services to typical customer locations.
 4) Evaluate the installation, provisioning, monitoring and maintenance of systems
       tested.

Alascom is constantly engaged in the process of developing and testing the suitability of
technologies for new services to ensure that innovative and competitive services can be
commercially deployed at the earliest time. In order to enable Alascom to engage in the
experimental testing required to bring new and innovative services to the public, Alascom
submits that grant of this application would serve the public interest, convenience, and
necessity.
