               AirTouch Communications, Inc. ("AirTouch"), a holder ofnumerous FCC

licenses, seeks FCC approval for a modification ofits Experimental Radio Station

WAZXRZ. Specifically, on June 15, 1998, the FCC granted an application by AirTouch

(File No. 6146—EX—PL—1998) for a new Experimental Radio Station, operating on 1885 —

1890 MHz throughout the Modesto, CA BTA, in connection with AirTouch‘s testing of

certain non—type accepted equipment using portions of the spectrum assigned to the

broadband PCS E—Block. The purpose of this modification application is to obtain FCC

authorization for the entire broadband PCS E—Block (1965 — 1970 MHz, in addition to the

previously authorized 1885 — 1890 MHz portion of the broadband PCS E—Block), as well

as to specify base and mobile operations in response to FCC Form 442, Item 5(a).‘




        Operation of the experimental program described and proposed herein will involve
use of existing antenna structures belonging to the Sacramento—Valley Limited Partnership,
the cellular radiotelephone wireline licensee in Modesto, California MSA.       AirTouch
Communications, Inc., through its wholly—owned subsidiary AirTouch Cellular, is the
managing general partner of this licensee.

I. INTRODUCTION

        AirTouch Communications, Inc. ("AirTouch"), a holder of numerous FCC

licenses, pursuant to Sections 5.201(a) and 5.202(d),(g) of the Commission‘s Rules, 47

C.FR. §§ 5.201(a), 5.202(d),(g), hereby seeks a modification ofits Experimental Radio

Station license WAZXRZ. AirTouch proposes to conduct experiments utilizing the

broadband personal communications services ("PCS") E—Block frequencies in the

Modesto, CA BTA in order to demonstrate and test transmission equipment supplied by

various vendors, some of which has not been type accepted or otherwise approved by the

FCC. The purpose of the instant request is to allow AirTouch to evaluate this equipment;

AirTouch anticipates that the vendors involved will use data obtained from these

experiments to seek such equipment approval as is necessary under applicable provisions

of the FCC‘s rules.




IL     FREQUENCY COORDINATION

       AirTouch‘s proposed experiments will be conducted in full coordination with

other authorized users to ensure that no harmful interference occurs. AirTouch has

obtained, or will obtain, frequency coordination for each of the sites it intends to perform

    experiments from, and will not begin experimental operations consistent with the instant

    application until such efforts are completed and favorable FCC action on this

    modification application is rendered. AirTouch understands that the experimental use of

    spectrum is secondary and will discontinue its experimental activity if such activity

    causes harmful interference.




    IIL      FAA ISSUES

             Operation of the experimental program described and proposed herein will

   involve use of existing antenna structures that are currently licensed to the Sacramento—

   Valley Limited Partnership, the wireline cellular radiotelephone licensee in the Modesto,

   CA MSA (FCC Market No. 142B).‘ These structures comply with the FAA notification

   and FCC registration requirements codified in Part 17 of the FCC‘s rules. The

   experiments proposed herein, moreover, will not involve the construction of any new

   antenna structures, nor will modifications be required to existing structures that would

   necessitate new FAA and FCC approval. In sum, grant of the instant request will not

   raise any FAA or FCC antenna structure issues.




          ‘AirTouch Communications, Inc. through its wholly—owned subsidiary AirTouch Cellular,
is the managing general partner of the Sacramento—Valley Limited Partnership.
