The purpose of this letter is to request a Special Temporary Authority for operation of a short—term, satellite
communications research experiment. As required by the Experimental Licensing Branch, the attached Exhibit
and Figures outline the nature of the experiment and why an STA is believed to be necessary. I have also
attached a completed Form 159, Fee Remittance Advice and the $45 fee.

We wish to secure authorization by 15 April, 1999. I would be pleased to promptly address any questions or
