Explanation
Please explain in the area below why an STA is necessary:
The STA is necessary to evaluate and develop operation of equipment. There are no available license in the area for this frequency.

Purpose of Operation
Please explain the purpose of operation:  The purpose of the experimental license is to test the self-organizing mesh network equipment in real world environment and to specifically test reliability of the network. The testing is not intended to evaluate the radio frequency characteristics of the nodes, but to test the throughput and stability of the equipment. Experimentation will include functional testing and simulated fail over scenarios. Results of the test will lead to ongoing software improvements. The proposed configuration represents a minimum number of nodes within this geographic area for testing.
