An STA is necessary to transmit launch vehicle telemetry over s-band frequencies.

Purpose of Operation
Please explain the purpose of operation:  The launch vehicle will insert commercial satellites into a 200 km x 500 km retrograde orbit. After the launch vehicle stage is confirmed to be in the mission-defined orbit, commercial satellites will separate from the stage. The second stage will transmit telemetry for a short amount of time to verify proper orbital insertion. The second stage will autonomously vent and discharge batteries prior to ending operations and transmit verification that these operations have occurred.
