Description of Proposed Operation

3M Company (“3M”) request an experimental license for the purpose of developing
spread spectrum RFID equipment for a federally funded program. The basic goal of the
program is development of a high power, wide bandwidth and long read range RFID system.
Due to the classified nature of the program, 3M is not able to provide the agency and contract
number for this developmental program.
