Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
This regards a request by Broad Comm, Inc. (Broad Comm) for Special Temporary Authority (STA) to expand the previously granted STA (File Number 1997-EX-ST-2019 Granted 11/6/2019) to add the following additional frequencies 3390, 3400, 3420, 3440, 3460, 3480 and 3500 MHz. The purpose is to test a new video capture system at National Hockey League (NHL) venues for the period of December 1, 2019 through April 4, 2020. It is recognized that some of these frequencies are in the Broadcast Auxiliary Services Band; therefore, the SBE frequency coordinators in each city will be notified prior to use. A schedule of the dates and time of operation at each venue has been attached. The units will operate only inside the venues listed in this application with a maximum ERP of 100 mW. The cameras will be located 1-2 meters above the ice and be capable of capturing video both on the ice as well as in the adjacent stands to enhance crowd safety. Broad Comm provides radio frequency support services to various entities at major events. The FCC has granted Broad Comm and others similar requests for numerous previous events.
