Please explain in the area below why an STA is necessary:
SRI plans to continue testing of its experimental S-band radar system on a high altitude balloon over a six month period starting December 12th. A STA license is necessary to operate the radar while the balloon is airborne. A STA license is also required for the balloon-ground two-way communication link needed to control the radar and down-link data while the balloon is airborne. SRI is requesting permission to operate the radar system within a rectangular area around Crestview, FL at altitudes up to 65000 ft. This zone of operation is bounded by 29.25N 89W in the southwest corner and 32N 83.5W in the northeast corner. The experiment is expected to be conducted between December 12th 2019 and June 11th 2020.

Please explain the purpose of operation:
Testing an experimental S-band radar system on a high-altitude balloon. The radar system is designed to generate synthetic aperture radar (SAR) and interferometric synthetic aperture radar imagery for the purpose of measuring land deformation. The radar will operate periodically while the balloon is airborne.
