Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The Center for Coastal and Ocean Mapping at the University of New Hampshire seeks a special temporary authorization for operation of a Kongsberg Marine Broadband Radio data telemetry system to support a short series of operations in test and evaluation of a robotic vessel at sea. A regular authorization will be subsequently filed if the work is deemed to be ongoing.

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
Under NOAA Grant NA15NOS4000200, and others, the Center for Coastal and Ocean Mapping at the University of New Hampshire conducts research and development in technologies to support NOAAs mission, in particular that of seafloor mapping to support nautical charting and safety of navigation. Part of that research is the development, test and evaluation of unmanned (robotic) marine vessels equipped with sensors for such objectives. The Center seeks authorization to operate a pair of Kongsberg Seatex Marine Broadband Radio systems in the evaluation of an unmanned vessel. The radio system will provide a telemetry link between the operator and vessel. The operator may be on shore, but will usually be in a manned support vessel operating in the vicinity of the unmanned system at sea.
