Please explain in the area below why an STA is necessary:
The frequencies sought in television channels 16 and 18, which are during the STA period unused in the area around NRG Stadium, Houston, Texas (see the narrative exhibit attached) are necessary in order to conduct two-way radio communications for logistical, security, public safety, media and operational purposes before, during and shortly after the Super Bowl scheduled for February 5, 2017. There are insufficient Part 90 and 74 channels available for use during this period, and the volume of voice, telemetry and IFB channels necessitates the availability of additional channels for this large scale event.
