Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
SRI is planning to test an experimental S-band radar system on a high altitude balloon over a 1 month period starting in November 2017. An STA license is necessary to operate the radar while the balloon is airborne. An STA license is also required for the balloon-ground two-way communication link needed to control the radar and downlink data while the balloon is airborne. SRI is requesting an extension on the awarded STA license to extend the experiment through the end of March 2018. The experiment conducted from Jan through Mar 2018 will utilize the same equipment and operate in the same area as the experiment described in file 1644-EX-ST-2017.

Please explain the purpose of operation:
Testing an experimental S-band radar system on a high altitude balloon. The radar system is designed to generate synthetic aperture radar (SAR) and interferometric synthetic aperture radar imagery for the purpose of measuring land deformation. The radar will operate periodically while the balloon is airborne.
