Please explain in the area below why an STA is necessary:
Globalstar is already licensed for use of the communication frequencies. The only change from Globalstar's currently licensed operations is that the Globalstar constellation will be receiving transmissions from the FCC-approved modules on a space station rather than communicating with these type of terminals from earth-based locations. Globalstar's License does not cover space-to-space operation, thus requiring this Experimental License request.

The CubeSat mission office has told Globalstar that the NTIA has coordinated the Mission with the FCC. The objectives of the NTIA project are presented in NTIA file SPS-23290/1.
