Please explain in the area below why an STA is necessary:
The experiments involve the small unmanned aircraft (SUAS) radio technology in a frequency band where there is no long term operational experience yet encompass spectrum authorized for the subject user. The experiments encompass Acceptance Test Procedures (ATP) in the frequencies proposed for SUAS technology uplink command and control and downlink video and telemetry transmissions. Several missions will be tested to determine if requirements can be met, including aerial reconnaissance, surveillance, route clearance, mapping, and payload delivery.

The channel will be divided in time between uplink (ground to air) C2 and downlink (air to ground) full motion video and associated metadata at 15 frames per second.
