Please explain in the area below why an STA is necessary:
Space Data Corporation (Space Data) seeks an STA to conduct research trials using the spectrum identified below (the Spectrum) to determine whether a constellation of transceivers operating in military frequency bands can be used to provide communications to U.S. warfighters over wide areas with enhanced reliability. The Spectrum will be used to provide command and control of Space Data SkySites® at altitudes between 15 km and 26 km using Space Data ground stations. The number of balloon-borne transceivers exceeds the number of dedicated frequencies Space Data is licensed in this area. Space Data's SkySite platform network is an innovative "near space" balloon-based telecommunications system, which is further described in Exhibit 1 and previously filed and accepted construction notifications (see, e.g., File No. 0005759606). Sensus Spectrum LLC, the licensee of the Spectrum, has consented to allow Space Data access to the Spectrum to conduct the trials, as explained in PSST's signed authorization, attached as Exhibit 2.
