Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
RF Film, Inc. is filing an STA request for the shooting of an FFF Production at and around the Hawthorne Mall, Hawthorne CA area. RF Film, Inc. submits that there are extraordinary circumstances warranting a grant of the STA request. FFF Production has contracted RF Film, Inc. to provide the necessary microwave for 2 terrestrial microwave links at and around the Hawthorne Mall in Hawthorne CA. Due to the extreme frequency congestion in the downtown Hawthorne CA area, coupled with the added congestion from traditional Television and News coverage of special events in the area, RF Film requests the use of a channel in the 2360-2390MHz and 1435-1525MHz Telemetry Band.
