- Please explain in the area below why an STA is necessary:
- (U) There currently exists a critical problem in our nation’s ability to conduct operations against peer adversaries. Two limitations exist for our current tactical networks which prevent the collaboration needed to optimize the effectiveness of various DoD missions. The requested STA is for the use of datalink radios aboard a special mission Learjet within 50KM of the Delaware Municipal Airport, Ohio.

Special Temporary Authority application - Purpose of Operation
- Please explain the purpose of operation:
- (U) The DoD Defense Advanced Research Projects Agency (DARPA) DyNAMO Program culminates as a field experiment in the October 2020 through March 2021 time frame. The DyNAMO technology has the ability to support Digital Interoperability (DI) across multiple tactical data links (e.g., TTNT, CDL while providing scalable information at the right time. In addition, Headquarters Marine Corps (HQMC) Plans, Policies and Operations (PP&O) Department (LtGen Beaudrault) signed a TRACA Urgent Needs Statement (UNS) document in June 2019 that listed DyNAMO interoperability needs. This UNS document referenced DyNAMO capabilities that were also previously listed as a POM-22 gap that identifies the need for Integration of Marine Air Ground Task Force (MAGTF) Command and Control (C2) Systems across Naval and Joint C2 needs. The DyNAMO (Dynamic Network Adaptation of Mission Optimization) Program is planning a test with legacy radio systems to include the QNT-200C Radio to test new interoperability technologies. The test is to be conducted on unclassified datalink networks based at the Delaware Municipal Airport, Ohio. This testing effort will be a combined air and ground test during various dates beginning early October 2020. There will be one aviation platform, a Special Mission Learjet 35A aircraft utilized per the AFRL/RY contract number FA-8750-16-C-0197. A ground transmitter site will be configured to support air to ground link operations. The aircraft is based at the same airport that the ground transmitter site will operate.
