Please explain in the area below why an STA is necessary:
We are conducting an NSF project where we need to test the communication distance between two base stations over water surface. The two base stations need to operate in TV whitespace and we need to obtain the STA license for the experiment. Multiple short tests with duration of 1 day each is planned with the expected period of all the test to span no longer than a month.
