Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The Georgia Tech Research Institute / Rapid Reaction Technology Office has invited Silvus Technologies, Inc., to demonstrate new microwave emission technologies utilizing a Tactical Electronics C.O.R.E. Camera System as a sensor. Due to the extreme frequency congestion in the New York area, coupled with the added congestion from traditional Television and News coverage of area events, Silvus Technologies, Inc., requests the use of this channel.
