Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
The MITRE corporation seeks an FCC Special Temporary Authority to transmit data within the High Frequency (HF) band between 2.5 MHz and 28 MHz (exact frequency bands within this range specified in the STA below) for Camp Grafton, ND between 26 July and 30 September 2019. MITRE is partnering with Canada and AFRL on the HF Arctic Coalition Warfare Program (CWP). The Arctic CWP Initiative provides technology development and demonstration in support of future northern-looking HF Over-the-Horizon Radar and Communications operations. Next-generation OTHR systems may be tasked with looking north to fill surveillance gaps. This initial testing plan is focused on investigating technologies for a U.S. based OTHR system that might positively impact surveillance coverage along the U.S./Canadian border in the presence of auroral ionospheric clutter returns.

Please explain the purpose of operation:
The MITRE corporation seeks an FCC Special Temporary Authority to transmit data within the High Frequency (HF) band between 2.5 MHz and 28 MHz (exact frequency bands within this range specified in the STA below) for Camp Grafton, ND between 26 July and 30 September 2019. The test is planned to include a series of Over-the-Air (OTA) MIMO demonstrations, each testing new communications waveforms on a not-to-interfere basis. The maximum bandwidth requested for these waveforms is 98 kHz, all the way down to 3 kHz. Mitigation of fast fading and improved signal throughout will be investigated using polarization diversity techniques and orthogonally coded waveform designs. We will also perform ionospheric sounding for channel characterization, waveform calibration, and for purposes or operating on a non-interference basis.
