Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
RF Film, Inc. is filing an STA request for the shooting of a CBS Studios Inc. Production at and around the Tropicana Las Vegas. RF Film, Inc. submits that there are extraordinary circumstances warranting a grant of the STA request. CBS Studios has contracted RF Film, Inc. to provide the necessary microwave links for Aerial Video and Terrestrial video links. Due to the extreme frequency congestion in the Las Vegas area, coupled with the added congestion from traditional Television and News coverage of special events in the area, RF Film requests the use of a channel in the 2360-2390MHz Telemetry Band.
