Please explain in the area below why an STA is necessary:
The NSF supported SpectrumX Center would like to undertake a spectrum coexistence experiment in the lower 7 GHz band. These experiments are relevant to next generation cellular, future coexistence technologies, and for understanding potential impacts on existing government and passive spectrum users. Real world transmissions are necessary to capture the complexity of both the propagation environment and the interaction with unique instruments such as the MIT Haystack Observatory Westford radio telescope. Understanding potential regional impacts of next generation cellular on such instruments is critical to future spectrum coexistence of satcom and passive services such as radio astronomy.

Special Temporary Authority application - Purpose of Operation
Please explain the purpose of operation:
This request is to support an experiment in the greater New England region around MIT Haystack Observatory. The experiment will be used to explore coexistence approaches for use of the lower 7 GHz band by existing satcom and radio astronomy systems with next generation fixed wireless. Measurements will be made of propagation, clutter, tropospheric scattering, and the interaction of signals with the 18.3 meter Westford radio telescope. Coexistence approaches using radio beacons and phased array nulling will be explored for comparison to theoretical predictions. The experiment will also contribute to workforce development by readying students for future spectrum related experimental efforts.
