Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:

A prototype existing in the 1755 - 1780 (AWS-3) & corresponding LTE downlink band 66 channels 2155 - 2180 and band 3 1850 - 1875 is to be tested. CACI seeks FCC special temporary authority to evaluate real-world effects on uplink and downlink performance of this experimental technology.
