Please explain in the area below why an STA is necessary:

The Electronics Test Centre is planning to perform measurements on a Bombardier CL-600-2B16 passenger aircraft (August 12 through August 15, 2016) in accordance with RTCA DO-294C. Radio frequency energy will be transmitted using antennas inside the aircraft at 5 discrete frequencies: 815.5 MHz, 837.0 MHz, 1880.0 MHz, 2441.0 MHz, and 5550.0 MHz. Testing is planned to take place at Rockwell Collins, 2815 Lippisch Place SW, Cedar Rapids, IA 52404 USA (Lat: N 41 53.44, Long: W 091 42.51 ). The operator of the passenger aircraft is planning to allow the use of transmitting portable electronic devices during the taxi-in phase of flight. The testing described above is a means of demonstrating compliance with regulatory aviation requirements in the USA (FAA AC91.21-1B) and Canada (TCCA AC 700-005 and AC 500-002).
