Please explain in the area below why an STA is necessary:
Operation of the requested station is only necessary for a brief period of time to verify the function and operation of the listed antenna system prior to the commencement of a long-term marine research mission. Kepler must verify that the antenna can properly interface with its NGSO satellite network before mission commencement. Operation will consist of multiple tracking and transmission tests to verify link performance ahead of the planned mission.
