Please explain in the area below why an STA is necessary:
A US utility would like to test the effectiveness of this bird detection radar made overseas. The existing unit works only in a band without allocation or service rules for radars. Initial experiments at the other location used in File 0736-EX-ST-2013 shows that 30 MHz bandwidth would be better than the initial 10 MHz authorized, particularly for the location involved in this application. Note that BirdsVision Ltd is also applying for an STA in another nearby band which has allocations for radiolocation but is shared with federal users. However, in view of possible delays in NTIA coordination BirdsVision Ltd wishes to start experiments in the 3800 MHz band as soon as possible and will then shift to the lower band when that STA is available and modified equipment is obtained.

Special Temporary Authority application - Purpose of Operation

Please explain the purpose of operation:
This radar system is designed to detect the presence of birds near wind turbines. Wind turbine generators are a prime source of renewable resource generation. Wind energy companies have an interest in reducing the potential affects of wind turbine generation on birds that may occur in the vicinity of these turbines. We will try to detect the approach of birds and use that information to trigger non-radio countermeasures to keep them away from the turbine blades.
