Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
An airborne station, mounted on the Airplane A (Transmitter) will fly at altitudes between 1500 feet and 3000 feet MSL over and around the Mililani Town in tight circles and straight lines within the operating area over the island of Oahu, transmitting a 5W (20MHz bandwidth) reference signal from the wingtip of an airplane or from the belly of a helicopter. A second airplane (Airplane B -- Receiver) will fly 1 to 2km away from the Airplane A in circles and straight lines to receive and digitally record the signal using a signal analyzer. Both vertical and horizontally polarized beam patterns emanating from the dipole antennas on Airplane A will be analyzed

Special Temporary Authority application - Initial values - Purpose of Operation

Please explain the purpose of operation:
Use of aircraft, helicopter and UAV as post-disaster telecom support platform. To evaluate (a) rice factor, (b) excess delay for specular components, (c) decay factor for the diffuse component, as well as (d) doppler spectrum. Mission Objective: Use of aircraft, helicopter and UAV as post-disaster telecom support platform has recently been considered, following the experiences during Hurricane Katrina, as well as through the recent earthquake and tsunami in Japan. Effective antenna designs for ground-to-air, air-to-air, as well as air-to-ground are being undertaken by many researchers. Mokulele Research Corporation wishes to evaluate (a) rice factor, (b) excess delay for specular components, (c) decay factor for the diffuse component, as well as (d) doppler spectrum in the 2250 to 2280 MHz spectrum being requested, as the post-disaster telecom support will likely covered WiFi frequency bands. The proposed spectrum will likely yield valid information for future applications in the WiFi bands. Upon successful measurements in Hawaii, we wish to analyze the data, and subsequently pursue demonstrations at NASA Dryden Flight Research Center
