Please explain in the area below why an STA is necessary:
A US utility would like to continue the testing of the effectiveness of a bird detection radar made overseas. The existing unit worked initially only in a band without allocation or service rules for radars. As that testing has shown to be effective, BirdsVision has augmented its testing to include an additional band with allocations and service rules.

Please explain the purpose of operation:
This radar system is designed to detect the presence of birds near wind turbines. Wind turbine generators are a prime source of renewable resource generation. Wind energy companies have an interest in reducing the potential affects of wind turbine generation on birds that may occur in the vicinity of these turbines. We will try to detect the approach of birds and use that information to trigger non-radio countermeasures to keep them away from the turbine blades.
