Please explain in the area below why an STA is necessary:
We will need at least two frequencies from each bands listed in this application. Unlike Single Channel Communications, we operate based on HF frequency propagation, the exact frequency selected being determined by propagation and availability. As we are required to operate on a non-interference basis, we need more than one frequency to choose from depending on what the sounder we are using is telling us about propagation at the time of testing. The initial frequency authorization given our system in the JF12 was based on what we have previously been issued and not on what we requested. We are submitting a Note To Holder (NTH) to request a range of frequencies similar to what has been approved for the Relocatable Over The Horizon Radar (ROTHR) systems operated by the Navy at their locations in Virginia, Texas, and Puerto Rico. Mr. Snead at AFSMO is having us submit the NTH requesting the additional spectrum allotment. This STA is necessary for us to perform our research while we await the NTH approval by the NTIA of the increased spectrum we need to perform our research with this system.

Please explain the purpose of operation:
The purpose of this operation is to investigate the affects of auroral activity on HF radio signal propagation. We intend to characterize auroral clutter and investigate the temporal coherence of the return data. This system will consist of a transmitter located at Christmas Valley, OR and a receiver located at Fort Rock, OR. These locations are located 27 km apart. The system will transmit toward Alaska and be reflected back to the receive site where we will analyze the returns to see the impact of auroral activity on the signals.
