SRI is planning to test an experimental S-band radar system by imaging the lava flow happening currently from Mount Kilauea. An STA license is necessary to operate the radar as there is a short window under which to observe the lava flow for scientific purposes.

Please explain the purpose of operation:
Testing an experimental S-band radar system on a high altitude balloon. The radar system is designed to generate synthetic aperture radar (SAR) and interferometric synthetic aperture radar imagery for the purpose of measuring land deformation. The radar will operate periodically while the balloon is airborne.
